Responsibilities:

  • Lends overall project leadership to a given initiative and is

  • accountable for its outcome
  • Authoritative and outgoing personality to lead a project team

from Inception to Delivery; Acts as the focal point of communication,
facilitator and chief moderator for a project
  • Ability to balance project assignments i.e. work on several very

  • large and small projects concurrently
  • Supports the Delivery Management Mission to deliver projects

  • on time and to budget
  • Constructs project stakeholder views; Assures team members

have clear understanding of their roles and goals; assures
accountability for all assignments
  • Identify resources and facilitate subject matter and technical

  • experts* participation in the project
  • Set and manage internal customer expectations
  • Works independently as well as on a team, with an extremely

  • high level of energy and commitment
  • Establishes project performance targets and measures results
  • Maintains project schedules, milestones and resources using

  • Communicates effectively and in a timely manner with all

  • assigned projects; Supports the defined project process
  • Ensures all project artifacts are properly cataloged and

  • persisted in the project management system, VPMI
  • Continuous dedication to process improvement on the 18F

  • project process
  • Ability to create business solutions/conceptual models and

detailed plans concerning process re-engineering

  • [Communication / Reporting]
  • Participates in developing and reporting project status to
  • project sponsors or management team
  • Ensures thorough, timely, and consistent communication within
  • the project team
  • Advises project sponsors on related issues
  • Coordinates approvals and sign-offs as required by
  • appropriate personnel
  • Identifies and report risks throughout the life of the project
  • and provide options to the business units for mitigation strategies
  • Ensures effective communication and collaboration between IT
  • functions
  • Produces weekly/monthly project status reports

Requirements:

  • 5-10 years business experience in a related profession
  • Experience with use cases, business modeling techniques and

  • UML
  • Experience with requirements gathering and management
  • Experience with change management
  • Experience working collaboratively with business owners,

subject matter experts, and Software engineering teams during the
requirements, design, coding, testing and implementation phases
  • Experience working with software engineering teams
  • Excellent use of MS Suite of Products, including Word, Excel,

  • Access, and PowerPoint, MS Project
  • Knowledge of formal process models (ISO, RUP, CMMI, etc.)
  • Experience in process engineering would be preferred
