Metrics Manager

Accountable for partnering with program and project managers throughout organization to ensure projects include development and implementation of measurement models. Assess both the efficacy and efficiency of the implementation, and the ongoing performance of the program, including benefits realization. Reports on which programs have fully developed measurement sets, and also what the result of the measurement process is showing. Advises the Director, EPMO on risks, issues and trends indicated by results on a project, program and portfolio level. Works with the director and executive leadership to respond to the results as appropriate. Responsible for measuring the efficacy of the EPMO, identifying and addressing opportunities to improve it.
ESSENTIAL JOB FUNCTIONS:
- Partner with project and program managers to ensure preliminary benefits identification and full measurement models, including implementation measures and benefits realization measures, are developed for each program or project. Measures include financial results, performance metrics, progress indicators and success measures.
- Collaborate with the project and program managers to produce measurement results for the efficiency and efficacy of the implementation process, including timeliness, and resource and financial utilization. Produce measurement results for the outcome of the program after it is implemented, including benefits realization.
- Follow up with program owners to assess the response to opportunities identified as part of the measurement process.
- Partner with the project and program managers and the Planning, Risk and Issues Management Manager to roll up project and program implementation measures into a portfolio summary report that indicates the overall health of the portfolio and highlights specific issues or trends in the implementation process that need to be addressed, understood and responded to.
- Act as a trainer and coach to the program and project managers about the importance, value and use of measures to understand the implementation process and the ongoing results of a project or program.
- Present key measurement issues or trends to executive-level committees.
- Work with leaders in the Strategic Transformation Office and other appropriate strategy bodies, to present overall results on progress the programs and projects have made toward achieving strategic corporate objectives.
- Collect results of the EPMO function and conduct regular analysis of those results to assess the ongoing performance of the EPMO. Report the results and improvement recommendations to the EPMO director and in other appropriate forums.
- Document complete portfolio metrics inventory, and serve as a resource for information about the metrics.
QUALIFICATIONS:
Minimum Education and Experience:
- Bachelors Degree in Business Administration or related field.
- PMI membership and/or PMP/PgMP certification.
- Five or more years experience in program or project measurement.
- Five to seven years of proven cross-functional program management experience.
Minimum of five years of experience with the following:
- Acting as a manager of measurement for a PMO, or for an area of health plan operations.
- Mentoring staff on measurement principles, methodologies, and practices.
- Facilitating interaction between business units and technology departments to develop and deliver on measurement models.
- Experience interacting with senior leadership.
- Experience with Microsoft Office, Project and other project management tools and methodologies.
Preferred Education, Additional Qualifications and Experience:
- Six Sigma Green Belt certification.
- Advanced business degree or education.
Required Knowledge, Skills, and/or Abilities:
Knowledge of:
- Health insurance industry.
- Business processes within health plan.
- IT processes within health plan.
- Program and project implementation metrics.
- Operational management and benefits realization measurement.
- Using measurement results to drive quality improvement.
